  2. Decision: Adoption of Minutes for theJanuary 26, 2023 Task Force Meeting (Brad Inman, USACE) 9:40 a.m. to 9:40 a.m. Brad Inman will present the minutes from the last Task Force meeting. Task Force members may provide suggestions for additional information to be included in the official minutes.

  3. Report: Electronic Votes and Approvals (Brad Inman, USACE) 9:40 a.m.-9:45 a.m. USACE will report out on recent electronic votes and approvals.

  4. Report: Status of CWPPRA Program Funds and Projects (Baylissa Walter, USACE) 9:45 a.m. to 9:55 a.m. Baylissa Walter will provide an overview of the status of CWPPRA accounts and available funding in the Planning and Construction Programs.

  5. Report: Construction Update (Brad Inman, USACE) 9:55 a.m. to 10:15 a.m.The CWPPRA agencies will provide a report on projects that are currently under construction and projects that have recently completed construction.

  6. Report:Public Outreach Committee Report (Lauren Leonpacher, USGS) 10:15 a.m. to 10:35 a.m. Ms. Lauren Leonpacher will present the Public Outreach Committee report.

  7. Report: Coastwide Reference Monitoring System (CRMS) Report (Leigh Anne Sharp, CPRA) 10:35 a.m. to 10:55 a.m. Ms. Leigh Anne Sharp will provide a report on CRMS.

Report/Decision: Upcoming 20-Year Life Projects (Kaitlyn Richard, USACE) 10:55 a.m. to 11:00 a.m. The project sponsors will present a recommended path forward for the path forward for the following project nearing the end of its 20-year life and requesting approval for project closeout with no additional cost increase:

  10. Decision: Request to Initiate Transfer of the Long Point Bayou Marsh Creation (CS-85) Project (Karen McCormick, EPA; Brian Lezina, CPRA) 11:15 a.m. to 11:20 a.m.EPA and CPRA are requesting Task Force approval based on the Technical Committee recommendation to initiate transfer of the Long Point Bayou Marsh Creation (CS-85) Project. CS-85 was approved by the Task Force in January 2019 (PPL 28) with a Phase 1 budget of $2.29M and a fully funded cost of $13M. EPA and CPRA successfully completed engineering and design to the 95% level in December 2021. During the final phase of engineering and design, NRDA Trustees overseeing compensation for injuries resulting from an unauthorized discharge of oil at the CITGO Petroleum Corporation’s (CITGO) Lake Charles Manufacturing Complex in 2006, recommended this project as part of the restoration actions. In October 2022, the U.S. Army Corps of Engineers awarded a maintenance dredging contract for the Calcasieu Ship Channel, which included the CS-0085 project as a beneficial use option as an alternative to upland disposal of the dredged material. Since the project was awarded and is being overseen by the USACE, EPA and CPRA recommend the project be officially transferred to the NRDA Trustees. EPA and CPRA will return the remaining Phase I Engineering and Design CWPPRA funds to the program.

  11. Decision: Request to Initiate Transfer of the Bayou La Loutre Ridge and Marsh Restoration (PO-178) Project to the NRDA LA TIG. (Brian Lezina, CPRA; Britt Paul, NRCS) 11:20 a.m. to 11:30 a.m. CPRA and NRCS request Task Force approval based on the Technical Committee recommendation to initiate Transfer of the project to NRDA LA TIG. The project has been included in and approved for construction funding within NRDA LA TIG Restoration Plan/ Environmental Assessment Plan 8.

  12. Decision: FY24 Planning Budget Approval, including the PPL 34 Process, and Presentation of FY24 Outreach Budget (Process, Size, Funding, etc.) (Kaitlyn Richard, USACE) 11:30 a.m. to 11:45 a.m. The P&E Subcommittee will present their recommended FY24 Planning Program Budget development, including the PPL 34 Process.
    1. The Task Force will vote based on the Technical Committee recommendation to approve that the PPL 34 Process include selecting four nominees in the Barataria and Terrebonne Basins; three projects in the Breton Sound and Pontchartrain Basins; two nominees in the Mermentau, Calcasieu/Sabine, and Tech/Vermilion Basins; and one nominee will be selected in the Atchafalaya Basin.
    2. The Task Force will vote based on the Technical Committee recommendation to approve the FY24 Outreach Committee Budget, in the amount of $452,113.
    3. The Task Force will vote based on the Technical Committee recommendation to approve the FY24 Planning Budget (includes Outreach Committee Budget), in the amount of $5,000,000.

  13. Report: Selection of Ten Candidate Projects to Evaluate for PPL 33 (Kristen Ramsey, FWS) 11:45 a.m. to 12:15 p.m. At the April 6, 2023 meeting, the Technical Committee selected ten projects as PPL 33 candidates for Phase 0 analysis as listed below.
