  4. Report/Decision:  Upcoming 20-Year Life Projects (Elizabeth Jarrell, USACE) 9:55 a.m. to 10:10 a.m. The Technical Committee will vote on recommendation to the Task Force for the path forward for the following project requesting approval for project closeout with no additional cost increase:

  6. Report:  Status of Mid Breton Landbridge Marsh Creation and Terracing (BS-32) Project (Robert Dubois, FWS) 10:10 a.m. to 10:25 a.m.  FWS will provide an overview of the recent BS-32 bid opening and recommended path forward.

  7. Decision: Request to initiate Transfer of the Long Point Bayou Marsh Creation (CS-85) Project (Karen McCormick, EPA; Brian Lezina, CPRA) 10:25 a.m. to 10:30 a.m.  EPA and CPRA are requesting the Technical Committee’s approval to initiate transfer of the Long Point Bayou Marsh Creation (CS-85) Project. CS-85 was approved by the Task Force in January 2019 (PPL 28) with a Phase 1 budget of $2.29M and a fully funded cost of $13M. EPA and CPRA successfully completed engineering and design to the 95% level in December 2021. During the final phase of engineering and design, NRDA Trustees overseeing compensation for injuries resulting from an unauthorized discharge of oil at the CITGO Petroleum Corporation’s (CITGO) Lake Charles Manufacturing Complex in 2006, recommended this project as part of the restoration actions.  In October 2022, the U.S. Army Corps of Engineers awarded a maintenance dredging contract for the Calcasieu Ship Channel, which included the CS-0085 project as a beneficial use option as an alternative to upland disposal of the dredged material.  Since the project was awarded and is being overseen by the USACE, EPA and CPRA recommend the project be officially transferred to the NRDA Trustees.  EPA and CPRA will return the remaining Phase I Engineering and Design CWPPRA funds to the program.

  8. Decision: Request to initiate Transfer of the Bayou La Loutre Ridge and Marsh Restoration (PO-178) Project to the NRDA LA TIG. (Britt Paul, NRCS; Brian Lezina, CPRA) 10:30 a.m. to 10:35 a.m. CPRA and NRCS request the CWPPRA Technical Committee recommend approval to the CWPPRA Task Force to initiate Transfer of the project to NRDA LA TIG. The project has been included in and approved for construction funding within NRDA LA TIG Restoration Plan/ Environmental Assessment Plan 8.

  9. Decision:  FY24 Planning Budget Approval, including the PPL 34 Process, and Presentation of FY24 Outreach Budget (Process, Size, Funding, etc.) (Elizabeth Jarrell, USACE) 10:35 a.m. to 10:45 a.m.  The P&E Subcommittee will present their recommended FY24 Planning Program Budget development, including the PPL 34 Process.

    1. The Technical Committee will vote on a recommendation to the Task Force to approve that the PPL 34 Process include selecting four nominees in the Barataria and Terrebonne Basins; three in the Breton Sound and Pontchartrain Basins; two in the Mermentau, Calcasieu/Sabine, and Tech/Vermilion Basins; and one in the Atchafalaya Basin.
    2. The Technical Committee will vote on a recommendation to the Task Force to approve the FY24 Outreach Committee Budget, in the amount of $452,113.
    3. The Technical Committee will vote on a recommendation to the Task Force to approve the FY24 Planning Budget (includes Outreach Committee Budget), in the amount of $5,000,000.

  10. Report/Decision:  Selection of Ten Candidate Projects to Evaluate for PPL 33 (Kristen Ramsey, FWS) 10:45 a.m. to 11:15 a.m. The Technical Committee will consider preliminary costs and benefits of the 33rd Priority Project List (PPL) projects.  The Technical Committee will select 10 projects as PPL 33 candidates to be evaluated for Phase 0 analysis, which will be considered later for final selection of projects that will be approved for Phase I (Planning and Engineering and Design). A demonstration and/or a coastwide project may or may not be selected to move forward.
