  2. Decision: Adoption of Minutes for the May 19, 2022 Task Force Meeting (Brad Inman, USACE) 9:40 a.m. to 9:45 a.m. Mr. Brad Inman will present the minutes from the last Task Force meeting. Task Force members may provide suggestions for additional information to be included in the official minutes.

  3. Report: Electronic Vote (Brad Inman, USACE) 9:45 a.m. to 10:00 a.m. USACE will report out on recent electronic votes and approvals.

  4. Report: Status of CWPPRA Program Funds and Projects (Jernice Cheavis, USACE) 10:00 a.m. to 10:10 a.m. Ms. Jernice Cheavis will provide an overview of the status of CWPPRA accounts and available funding in the Planning and Construction Programs.

  5. Report: Construction Update (Sarah Bradley, USACE) 10:10 a.m. to 10:30 a.m. The CWPPRA agencies will provide a report on projects that are currently under construction and projects that have recently completed construction.

  6. Report: Outreach Committee Report (Lauren Leonpacher, USGS) 10:30 a.m. to 10:45 a.m. The Outreach Coordinator will provide the Outreach Committee report.

  7. Report: Coastwide Reference Monitoring System (Leigh Anne Sharp, CPRA) 10:45 a.m. to 11:00 a.m. Ms. Leigh Anne Sharp will present a report on CRMS.

  8. Report: Coastwide Nutria Control Program – Annual Report (Jennifer Manuel, LDWF) 11:00 a.m. to 11:15 a.m. The Louisiana Department of Wildlife and Fisheries will present an annual report on the Coastwide Nutria Control Program (LA-03b).

  9. Report: Status of Unconstructed Projects (Kaitlyn Richard, USACE) 11:15 a.m. to 11:20 a.m. The P&E Subcommittee will report on the status of unconstructed CWPPRA projects. There were zero projects that were considered for “critical watch”.

  10. Decision: Request to Incorporate Bio-Engineered Oyster Reef Demonstration (LA-08) into Rockefeller Refuge Gulf Shoreline Stabilization (ME-18) Projects and a Budget Increase (Jennifer Smith, NMFS) 11:20 a.m. to 11:35 a.m.
    1. The Task Force will consider the Technical Committee’s recommendation for approval to incorporate LA-08 into ME-18
    2. The Task Force will consider the Technical Committee’s recommendation for a budget increase of $211,169.00 for ME-18

  11. Decision: Final Inactivation of East Leeville Marsh Creation and Nourishment (BA-194) Project (Patrick Williams, NMFS) 11:35 a.m. to 11:45 a.m. The Task Force will consider the Technical Committee’s recommendation to finalize inactivation of the East Leeville Marsh Creation and Nourishment Project (BA-194) because of site conditions and increasing backlog of more cost-effective projects with limited program funds for construction.

  12. Decision: Six Month Time Extension Request for Bayou Chevee Shoreline Protection (PO-22) Project (Barry Richard, CPRA) 11:45 a.m. to 11:55 a.m. The Task Force will consider the Technical Committee’s recommendation for a time extension request for the Bayou Chevee Shoreline Protection (PO-22) Project. The project’s end of life is December 2022, however a 6-month time extension is requested to ensure there is enough time to install signage and to close out the project.

  13. Decision: Request for a Monitoring Budget Increase for Freshwater Introduction South of Highway 82 (ME-16) Project (Leigh Anne Sharp, CPRA) 11:55 a.m. to 12:05 p.m. The Task Force will consider the Technical Committee’s recommendation for a $39,776 Monitoring budget increase to complete monitoring activities, prepare a final report, and complete an end-of-project life assessment.

  14. Decision: Delta Wide Crevasses (MR-09) Project Life Extension (Dawn Davis, NMFS) 12:05 p.m. to 12:20 p.m. The Task Force will consider the Technical Committee’s recommendation for a 20-year project life extension for MR-09. The resulting budget increase is $13,044,961 with a calculated cost effectiveness of $31,932 per acre over the additional 20 years. The Task Force will also consider the Technical Committee’s recommendation for approval of the first-year incremental request of $3,918,457.59.

  15. Decision: Transfer of Funding from O&M to Monitoring for Barataria Bay Waterway East Side Shoreline Protection (BA-26) Project (Danielle Richardi, CPRA) 12:20 p.m. to 12:30 p.m. The Task Force will consider the Technical Committee’s recommendation for approval to transfer funding in the amount of $500 from O&M to Monitoring in preparation for project closeout in the next fiscal year.

  16. Decision: Annual Request for Incremental Funding for FY25 Administrative Costs for Cash Flow Projects (Jernice Cheavis, USACE) 12:30 p.m. to 12:35 p.m. The U.S. Army Corps of Engineers will request funding approval in the amount of $98,451 for administrative costs for cash flow projects beyond Increment 1. The Task Force will consider the Technical Committee’s recommendation and vote to approve the request for funding.

  17. Decision: Request for Funding for the CWPPRA Program’s Technical Services (Michelle Fischer, USGS) 12:35 p.m. to 12:40 p.m. The U.S. Geological Survey (USGS) and CPRA are requesting funding for technical services for the CWPPRA program in the amount of $218,386. The Task Force will consider the Technical Committee’s recommendation and vote to approve the request for a budget increase and funding for technical services in the amount of $218,386.

  18. Decision: Request for a Time Extension with a Budget Increase for the Naomi Outfall Management (BA-03c) Project (Barry Richard, CPRA) 12:40 p.m. to 12:50 p.m. The Task Force will consider the Technical Committee’s recommendation for a two-year time extension and budget increase and funding allocation in the amount of $146,515.65 for BA-03c.

  19. Decision: Request for a Change in Scope for the St. Catherine Island Marsh Creation and Shoreline Protection (PO-179) Project (Kristen Ramsey, FWS) 12:50 p.m. to 1:00 p.m. The Task Force will consider the Technical Committee’s recommendation for a change in project scope for PO-179. A scope change is required due to the ratio of the total cost to the number of net acres created has increased by more than 25% from the Phase 0 Candidate.

  20. Decision: Request for Operations and Maintenance (O&M) Incremental Funding (Kent Bollfrass, CPRA) 1:00 p.m. to 1:15 p.m. The Task Force will consider the Technical Committee’s recommendation for approval of requests for FY25 O&M incremental funding in the amount of $4,877,961.62 and O&M budget increase in the amount of $23,231.00.
