TECHNICAL COMMITTEE MEETING


DRAFT AGENDA
April 6, 2020, 1:00 p.m.

Due to COVID-19 social distancing recommendations, the CWPPRA Technical Committee will hold a virtual meeting in place of the regularly scheduled public meeting. This virtual meeting will take place on April 6th instead of April 2nd, as was previously scheduled. The deadline for letters of project support for PPL 30 nominees has been extended to April 1st. Please email your letters of project support to Brad.L.Inman@usace.army.mil.
Note that due to web conferencing capacity, we are unable to host a virtual meeting open to the public. We apologize for any inconvenience. Results of the PPL 30 candidate vote will be distributed through the Newsflash after the virtual meeting has taken place.

  2. Report: Status of CWPPRA Program Funds and Projects (Jernice Cheavis, USACE) 1:10 p.m. to 1:20 p.m. Ms. Jernice Cheavis will provide an overview of the status of CWPPRA accounts and available funding in the Planning and Construction Programs.

  3. Report: Electronic Votes and Approvals (Brad Inman, USACE) 1:20 p.m to 1:30 p.m. USACE will report out on recent electronic votes and approvals.

  4. Decision: Request of Funds for East Timbalier Island Sediment Restoration, Phase 1 (TE-25) Monitoring Cost During Closeout (Cecelia Linder, NMFS) 1:30 p.m. to 1:45 p.m. NMFS will request $73,576.43 from the CWPPRA program's available funds, in order to financially close the long-term phase of the East Timbalier Island Sediment Restoration, Phase 1 project.

  5. Decision: Request For a No-Cost Time Extension for Cote Blanche Hydrologic Restoration (TV-04) (TBD, CPRA) 1:45 p.m. to 1:55 p.m. NRCS and CPRA request Technical Committee recommendation to approve a one year no cost time extension for Cote Blanche Hydrologic Restoration in order to continue working out the proposed final actions before closeout.

  6. Report/Decision: Upcoming 20-Year Life Projects (Brad Inman, USACE) 1:55 p.m. to 2:35 p.m. The project sponsors will present recommended paths forward for projects nearing the end of their 20-year lives. The Technical Committee will vote on a recommendation to the Task Force on the path forward for the following projects.

  7. Decision: CWPPRA Standard Operating Procedures (SOP) Update/Revisions (Kaitlyn Carriere, USACE) 2:35 p.m. to 2:45 p.m. USACE will present the requested changes and revisions to the CWPPRA SOP for Technical Committee review and approval.

  8. Decision: FY21 Planning Budget Approval, including the PPL 31 Process, and Presentation of FY21 Outreach Budget (Process, Size, Funding, etc.) (Brad Inman, USACE) 2:45 p.m. to 3:00 p.m. The P&E Subcommittee will present their recommended FY21 Planning Program Budget development, including the PPL 31 Process.
    1. The Technical Committee will vote on a recommendation to the Task Force to approve that the PPL 31 Process include selecting four nominees in the Barataria and Terrebonne Basins; three projects in the Breton Sound and Pontchartrain Basins; two nominees in the Mermentau, Calcasieu/Sabine, and Tech/Vermilion Basins; and one nominee will be selected in the Atchafalaya Basin.
    2. The Technical Committee will vote on a recommendation to the Task Force to approve the FY21 Outreach Committee Budget, in the amount of $452,113.
    3. The Technical Committee will vote on a recommendation to the Task Force to approve the FY21 Planning Budget (includes Outreach Committee Budget), in the amount of $5,103,132.

  9. Report/Decision: Selection of Ten Candidate Projects to Evaluate for PPL 30 (Kevin Roy, FWS) 3:00 p.m. to 3:30 p.m. The Technical Committee will consider preliminary costs and benefits of the 30th Priority Project List (PPL) projects. The Technical Committee will select 10 projects as PPL 30 candidates to be evaluated for Phase 0 analysis, which will be considered later for final selection of projects that will be approved for Phase I (Planning and Engineering and Design). A demonstration project may or may not be selected to move forward
