  2. Report: Status of CWPPRA Program Funds and Projects (Jernice Cheavis, USACE) 9:45 a.m. to 9:55 a.m. Ms. Jernice Cheavis will provide an overview of the status of CWPPRA accounts and available funding in the Planning and Construction Programs.


  3. Report: Electronic Votes and Approvals (Brad Inman, USACE) 9:55 a.m. to 10:00 a.m. Mr. Brad Inman will report out on recent requests approved via electronic vote.


  4. Report: Construction Update (Brad Inman, USACE) 10:00 a.m. to 10:15 a.m. The CWPPRA agencies will provide a report on projects that are currently under construction and projects that have recently completed construction.


  5. Report: Public Outreach Committee Report (Jennifer Guidry, USGS) 10:15 a.m. to 10:35 a.m. The Outreach Coordinator will present the Public Outreach Committee report.


  6. Report: Coastwide Reference Monitoring System (CRMS) Report (Leigh Anne Sharp, CPRA) 10:35 a.m. to 10:55 a.m. Ms. Leigh Anne Sharp will provide a report on CRMS.


  7. Report/Decision: Approval of the CWPPRA Environmental Bank Guidelines (Brad Inman, USACE) 10:55a.m. to 11:15 a.m. The Task Force will be requested to provide final approval of the final draft Environmental Bank Guidelines.


  8. Decision: Request to Increase the Incentive Payment for the Coastwide Nutria Control Program (CNCP / LA-03b) (Quin Kinler, NRCS) 11:15 a.m. to 11:25 a.m. NRCS and CPRA request approval to increase the incentive payment to $6.00 per tail delivered. When the CNCP started in 2002, the incentive payment was set at $4.00. Due to a decline in the harvest in 2005-2006 following Hurricane Katrina, the incentive payment was raised to $5.00 beginning in 2006-2007 (Program Year 5). Following that increase, there was a sharp increase in harvest and a decrease in nutria related damage. Following 2015-2016 (Program Year 14), we have again seen a decline in harvest. Due to inflation over the past 12 years, NRCS, CPRA, and LDWF find it appropriate to increase the incentive payment to $6.00 beginning in 2019-2020 (Program Year 18). It is noted that the approved project estimate included an incentive payment increase to $6 in Program Year 11 and to $7 in Program Year 16. Because there are sufficient contingency funds to cover the increased incentive payment, there would be no project cost increase.


  9. Decision: Final Deauthorization of the Shoreline Protection, Preservation, and Restoration Panel Demonstration Project (LA-0280) (Brandon Howard, NMFS) 11:25 a.m. to 11:40 a.m. The National Marine Fisheries Service (NMFS) and the Louisiana Coastal Protection and Restoration Authority (CPRA) request final deauthorization for the Shoreline Protection, Preservation, and Restoration Panel (LA-0280) demonstration project due to a project cost increase of 59%. Deauthorization of the LA-0280 project would allow any unused Phase 1 funds to be returned to the CWPPRA program for other use. The Task Force approved initiation of deauthorization procedures in October 2018 and the Technical Committee recommended final deauthorization in April 2019.


  10. Report: 20-Year Life Project Impact Analysis (Brad Inman, USACE) 11:40 a.m. to 11:55 a.m.The P&E Committee will report out on efforts regarding the development of a process analyzing 20-year life project impacts.


  11. Report/Decision: Upcoming 20-Year Life Projects (Brad Inman, USACE) 11:55 a.m. to 12:15 p.m. The project sponsors will present recommended paths forward for projects nearing the end of their 20-year lives. The Task Force will vote on the Technical Committee’s recommended paths forward for the following projects.


  12. Decision: FY20 Planning Budget Approval, including the PPL 30 Process, and Presentation of FY20 Outreach Budget (Process, Size, Funding, etc.) (Brad Inman, USACE) 12:15 p.m. to 12:30 p.m. The P&E Subcommittee will present their recommended FY20 Planning Program Budget development, including the PPL 30 Process.
    1. The Task Force will vote on the Technical Committee’s recommendation to approve the PPL 30 Process including selecting four nominees in the Barataria and Terrebonne Basins; three projects in the Breton Sound and Pontchartrain Basins; two nominees in the Mermentau, Calcasieu/Sabine, and Tech/Vermilion Basins; and one nominee will be selected in the Atchafalaya Basin.
    2. The Task Force will vote on the Technical Committee’s recommendation to approve the FY20 Outreach Committee Budget, in the amount of $452,113.
    3. The Task Force will vote on the Technical Committee’s recommendation to approve the FY20 Planning Budget (includes Outreach Committee Budget), in the amount of $5,008,132.


  13. Report: Selection of Candidate Projects to Evaluate for PPL 29 (Kevin Roy, FWS) 12:30 p.m. to 12:55 p.m. At the April 11, 2019 meeting, the Technical Committee selected eleven projects as PPL 29 candidates for Phase 0 analysis as listed below.

  15. Request for Public Comments (Brad Inman, USACE) 1:00 p.m. to 1:05 p.m.


  16. Announcement: Date of Upcoming CWPPRA Program Meeting (Brad Inman, USACE) 1:05 p.m. to 1:10 p.m. The Technical Committee meeting will be held September 12, 2019 at 9:30 a.m. at the Louisiana Department of Wildlife and Fisheries (Louisiana Room), 2000 Quail Drive, Baton Rouge, Louisiana.
