Coastal America Partnership Award
November 7, 2007
On Wednesday, November 7, 2007, the Woodlands Trail and Park Restoration
Team, partners and community friends gathered on a beautiful, breezy fall
day along Plantar's Canal in Belle Chasse, Louisiana for the Coastal
America Partnership Award Ceremony. The awards were presented by Robert
A. DeHann, Deputy Assistant Secretary for Transportation Policy, John
Bowie, Coordinator for Coastal America for the Gulf Coast Region and
Virginia Tippie, Director and Founder of Coastal America. Robert DeHann
was the Keynote speaker on behalf of the Department of Transportation and
representing the Executive Office of the President. Awards were presented
to the following partnering organizations for their participation in the
cooperative conservation effort: Algiers Economic Development
Foundation, American Heritage Rivers Initiative - Army Corp of Engineers,
Barataria-Terrebonne National Estuary Program, Chevron, ConocoPhillips,
Freeport-McMoRan Foundation, Louisiana Department of Agriculture and
Forestry, Mayor's Office of Environmental Affairs, Mississippi River Trail
organization, Orleans Audubon Society, Our Lady of Holy Cross College,
Plaqumeines Parish Government, Regional Planning Commission, University of
Louisiana Lafayette, Department of Renewable Resources, and Woodlands
Trail and Park. The Woodlands Restoration Team was nominated by Doug
Meffert, Deputy Director, Tulane/Xavier Center for Bioenvironmental
Research.
The Coastal America Partnership was established in 1992 to protect,
preserve and restore our coastal watersheds by integrating federal actions
with state, and local government and nongovernmental efforts to address
specific problems such as wetlands loss. According to Director of Coastal
America, Virginia Tippie, " The Woodlands Trail and Park Project Team is a
striking example of an opportunity that resulted from the identification
of critical habitat and community needs, the development of key
partnerships, proud environmental stewardship and community involvement
all of which resulted in a comprehensive and productive partnership to
enhance our natural environment - a win-win across the board and an
example of true partnerships for others to emulate. It is in projects
such as this that cooperative conservation comes alive in the real world."

I. General information
Background
The Coastal Restoration and Enhancement through Science and Technology
program (CREST) was established in 2001 as an alliance of academic
institutions within southern Louisiana and Mississippi. Current members of
CREST are: Louisiana State University, Louisiana State University
Agricultural Center, Louisiana Universities Marine Consortium, Loyola
University, McNeese State University, Nicholls State University,
Southeastern Louisiana University, Southern University at New Orleans,
Tulane University, University of Louisiana at Lafayette, University of New
Orleans, and the University of Southern Mississippi.
The aim of the alliance is to create a cooperative program to help policy
makers, planners and coastal resource managers use the latest science and
best technologies to ensure sustainable and productive coastal habitats
and communities.
Funding
Funding for the CREST program is administered by the Louisiana
Universities Marine Consortium, LUMCON, using funds provided by the
National Oceanic and Atmospheric Administration, Office of Response and
Restoration. It is anticipated that approximately $700,000 will be
available.
Deadline for submission
The initial request is for pre-proposals only. Electronic versions of all
pre-proposals submitted under this RFP must be sent to Doug Daigle, CREST
Office, at dougdaigle@gmail.com so as to arrive by 1:00 PM on Monday,
November 26, 2007. Hard copies are required at the end of the next week.

Please participate in the second of a series of workshops to introduce,
discuss, and refine the Barrier Island Comprehensive Monitoring Program
(BICM) funded by the LCA Science & Technology Office, with matching funds
from UNO's Pontchartrain Institute and USGS.
This second workshop is to be a working discussion of the tasks initiated,
tasks completed, the preliminary results, available products, and the
future issues, directions, and products for users that the program should
focus on.
The LCA study recommended the establishment of a coordinated System-wide
Assessment and Monitoring Program (SWAMP). This program was to be built
upon existing coast-wide efforts such as CRMS-wetlands under CWPPRA, as
well as new efforts. This BICM program has been initiated under the LCA
S&T office to establish baseline conditions for the barrier shoreline
after hurricanes Katrina and Rita, as well as refine the methods and
products for use by the public in multiple programs beyond LCA, such as
CWPPRA, CIAP, and DNR's Barrier Island Maintenance Program. Additionally,
this serves as a test case for final refinement of the program and
implementation Additionally, s and products will be presented for comment
on final products and dataset development for public use, history of a
complete BICM program.
Currently, bathymetric and Topographic (LiDAR) datasets have been
collected post-Katrina and Rita for the sandy shorelines of the coast.
Also, historic data sets from 1880's, and 1920-30's have been adjusted for
analysis of bathymetric and topographic changes. Shoreline changes have
been analyzed for historic (1880's), long-term (1930's), short-term
(1998), and near-term (2004) comparisons to the 2005 (post-Katrina and
Rita) shorelines. All these datasets and products will be presented for
comment and made publicly available.

LSU Coastal Roots Program
November 29 & 30, 2007
The LSU Coastal Roots Seedling Nursery Program for Habitat Restoration
helps Louisiana schools to establish seedling plant nurseries at their
schools. Currently 17 schools in 10 south Louisiana parishes participate
in the program. These student-run nurseries produce native plants to use
in habitat restoration efforts at a local site in need of vegetative
plantings. First established in 2000 by the Louisiana Sea Grant College
Program, Coastal Roots is now directed by faculty from the LSU College of
Education and Agriculture, as well as an LSU AgCenter Marine Agent.
The primary goal of the LSU Coastal Roots Program is to assist students in
cultivating an attitude of stewardship toward our natural resources and to
provide an active learning situation in which they can explore a variety
of strategies for sustaining our coastal habitats. In early winter
students begin by planting their seeds in their nurseries. The following
fall, students travel to a nearby site to transplant their crop. Since
2000, over 1900 student participants have planted nearly 18,000
school-grown native seedlings and grasses during 57 planting events.
